In October 2007 Terms of Reference were draw up to describe the expected role of the independent evaluator, contracted by the Guardian. Since then the phrase “independent evaluator” has been replaced by “independent monitor”, because this more accurately describes what I am doing, via my six monthly visits to Katine.

The first monitoring visit took place in January 2007. This was basically a familiarisation visit, at at early stage of project implementation. The Terms of Reference for that visit are available here.

The second monitoring visit will take place in July 2008, and the Terms of Reference will be made available here by mid-June 2008. PS: The revised Terms of Reference are now available.
